The competition is open to all Filipino citizens who are 16 years old and above and were born or raised in any of the six regions of Mindanao. Proof of eligibility is required upon submission.

Each songwriter is allowed to submit a maximum of two (2) songs, either as an individual composer or as a collaborator. Only the first two entries involving the same writer will be accepted.

Entries must be fully original, not exceed four minutes, and can be a raw or fully-produced demo. Songs must not have been previously published, recorded, or released, and should not contain melodies or lyrics substantially similar to any existing song. Instrumental compositions and commissioned works are disqualified.

Lyrics can be in any native Mindanaoan language, any language widely used in the six Mindanao regions, English, Filipino/Tagalog, or a combination of these.

Entries must be submitted online through www.minpop.com.ph with the required attachments, including a lyrics sheet, a translation if applicable, a photo of the songwriter, an mp3 file of the song, and proof of the songwriter's birthplace or residence in Mindanao.

All entries must be received by the MinPop Secretariat from 12 MN of 01 March 2024 to 11:59 PM of 30 March 2024, Philippine Standard Time.

Entries will be judged based on music (30%), lyrics (30%), and overall impact (40%). A Screening Committee will determine the top ten final songs, and their decisions are final.

MinPop will provide a budget for the recording and production of the top ten final songs. Finalists will inform MinPop of their chosen music producers, and MinPop will assign interpreters for each song, in consultation with the finalists.

A Board of Judges will choose the winners from among the 10 finalists during the MinPop 2024 Finals. Their decision is final and binding.

Prizes include Php 100,000.00 and a plaque for the Grand Champion, Php 50,000.00 and a plaque for the 1st Runner Up, and Php 25,000.00 and a plaque for the 2nd Runner Up.
